Hmm...I've read that back and I don't think it needs a question mark. In the context he has answering his own question which was "Does he ever listen?". It's like if someone asks "Will she be on time?" It's perfectly reasonable to reply.."Will she hell." meaning it's obvious she'll be late. I hope that makes sense and it doesn't sound like I am talking out my arse. Haha.
